 The Governing Body

The governing body is a group of volunteers nominated by Bury LA, elected by parents or staff at the school or appointed by the governors. It works with the head teacher to decide the strategic direction of the school, to manage the budget and to raise standards in all areas of school life. The governors want all our children to have the best possible education within the ‘Happiness and High Standards’ Fairfield framework.

The full Governing Body meets once a term and we have several committees which meet once a term or as necessary.

The Role of the Governing Body

School governors have wide responsibilities but, broadly, governing bodies oversee the work of the school and make sure it provides a good quality education for all its pupils.

Working in partnership with the head and other staff, governors are involved in:

  • setting the school's aims, direction and policies;
  • improving standards of teaching and achievement;
  • setting the school's budget and monitoring expenditure;
  • interviewing and appointing teachers and support staff;
  • acting as a link between the local community and the school;
  • dealing with complaints about the school;
  • drawing up an action plan after an Ofsted inspection, and monitoring its implementation

The Fairfield Governing Body has a maximum of 11 full voting members – the Head Teacher, one LA governor, one staff governor, five parent governors and three co-opted governors. The term of office is generally 4 years. The current membership is as follows -

Governor Committees

The various committees have the following functions (in summary):

 Finance: In consultation with the Head Teacher, to help plan and set the school budget; to monitor expenditure against the budget; to ensure the school operates within the relevant financial standards; to review the use of the Pupil Premium; to make decisions in respect of expenditure on premises improvements/maintenance, staff pay and service agreements.

 

School Effectiveness (includes curriculum): To consider and advise the Governing Body on standards and other matters relating to the school’s curriculum; to consider, analyse and report on pupil progress data and the impact of the Pupil Premium; to oversee arrangements for link governors to take a role in specific areas of provision (e.g. SEN, literacy, numeracy), for educational visits and for Extended Schools.

 

Staffing: To keep under review the staffing structure; to deal with all staff pay matters (with the exception of the Head Teacher) in accordance with a Pay Policy based on performance; to monitor teacher performance and the effectiveness of appraisal/performance management based on anonymised information provided by the head teacher; to oversee appointment procedures for staff; to keep under review staff work/life balance, working conditions and well-being.

 

Health & Safety (includes safeguarding): To establish, implement and monitor the school’s Health and Safety Policy, ensuring that, as far as is practical, Health and Safety issues are appropriately prioritised; to establish, implement and monitor the school’s Safeguarding Policy; to oversee arrangements for the use of school premises by outside users, subject to governing body policy; to establish and keep under review an Accessibility plan

 

Hearings (including Staff Discipline/Dismissals): To deal with matters relating to complaints by parents and others; to consider staff disciplinary matters and dismissals (where these have not been delegated to the Head Teacher).

 

Appeals (including Staff Discipline/Dismissals Appeals): to consider any appeals against decisions on staff pay; to consider any appeals against decisions by the Head Teacher or Hearings Committee on staff discipline/dismissal..

 

Pupil Discipline: To consider all matters relating to pupil exclusions; to review and monitor the School Behaviour and Discipline Policy and recommend changes; to provide support for improving attendance and behaviour.

 

Head Teacher Performance: Annually, with the support of an External Advisor, to set performance objectives, to monitor performance against these objectives and, at the end of the year, to decide whether the objectives have been met and to set new ones; to make recommendations in respect of Head Teacher pay or other rewards.
